License plate holders in Germany do not require an E-mark or ABE (General Operating Permit), but certain regulations must still be observed (e.g., turn signal spacing, license plate angle, etc.). The buyer is responsible for complying with legal regulations during installation and operation. The use of PlateSnap holders on public roads is the buyer's responsibility.
